County landowners lead state
in keeping land from development

The Rockbridge Conservation Council reported that landowners in Rockbridge County preserved more land than any other county in the state. Landowners can set aside land and agree not to develop it. Called land easements, the agreements preserve the land forever -- and give landowners a tax break.
