Agency consolidation included in Kaine's budget

Gov. Tim Kaine announced Thursday plans to consolidate state agencies to save money in the state’s budget.  

In October, Kaine announced a revenue shortfall of more than $600 million for the current fiscal year as a result of a slowing housing market. Kaine is expected to release plans on the consolidation next month.
